Article 1 Name

Section 1

The name of this organization shall be the Moraine Park Federation of Teachers, Local 3338.

Article 2 - Purpose

Section 1

This Federation will work for the welfare of the vocational and technical student and for the improvement of instructional opportunities.

Section 2

This Federation will develop and promote the adoption of such ethical practices, personnel practices, and standards of preparation and participation as mark a profession.

Section 3

This Federation will unify and strengthen the teaching profession and secure and maintain the salaries, retirement, tenure, professional and sick leave, and other working conditions necessary to support teaching as a profession.

Section 4

This Federation will enable members to speak with a common vote on matters pertaining to the teaching profession and to represent the members, individual and common interests before the Moraine Park Technical College District Board and other legal authorities.

Section 5

This Federation may cooperate with professional, business, and other civic bodies having educational interests and will aid in interpreting to the public the problems, function, and progress of vocational, technical, and adult education.

Section 6

This Federation may hold equipment, property, and funds and may employ a staff for the attainment of these purposes.

Article 3 - Membership

Section 1: Active Membership

Active membership is open to all members of Moraine Park Technical College District who hold a certified position of 50% or greater basis as a teacher, counselor, or specialist and whose professional welfare (wages, hours, and conditions of employment) is negotiable by the Federation and who have filed a membership application.

Section 2: Associate Membership

Associate membership may be granted to Moraine Park personnel who have retired or who serve on a part-time basis in a certified position for vocational or technical programs or who serve in a custodial, secretarial, or administrative position. Associate members may attend meetings at the will of the active membership, but may not vote, hold office, or represent the Federation.

Section 3: New Members

Personnel who qualify for membership under Section 1 of this Article may be installed at any time upon the payment of annual dues or in the interim period of July 1 to the annual membership drive, upon presentation to the treasurer a letter of intent to join.

Section 4: Continuous Membership

Membership is continuous until the member leaves the school system, resigns from the Federation, ceases to qualify under Section I of this Article, or fails to pay his/her membership dues at a time deemed appropriate by the Assembly.

Section 5: Revocation of membership

General Assembly has power to suspend from membership or expel any member who shall have violated the ethics of the education profession.

Section 6: Reinstatement

General Assembly has the power to reinstate a member who has been suspended or expelled from the Federation.-

Section 7: Affiliation

Membership in the local organization requires individual affiliation with the state and national organizations.

Section 8: Discrimination

No discrimination shall ever be shown toward individual members or applicants for membership because of race, age, sex, religion, handicap, or political activities or beliefs.

Article 4 - Officers

Section 1

The officers of the Federation shall consist of a president, vice-president, recorder, correspondent, and treasurer.

Section 2

Membership in good standing is required to hold office.

Article 5 - The Executive Council

Section 1

The Executive Council shall consist of the elected officers; the immediate past-president; members serving as an officer of WFT; members serving as representatives to the Labor Councils of the counties of Dodge, Fond du Lac , and Washington ; chairs of standing committees; and other committees as designated by the Executive Council.

Each Moraine Park Technical College campus shall be entitled to membership on the Executive Council through Federation representatives. The number of MPTC campus representatives will reflect the proportional representation of the membership and represent each campus group. Each Federation representative will be elected by the group of members he/she represents. Each federation representative will be a voting member of the Executive Council.

Article 6 - Affiliation

Section 1

Moraine Park Federation of Teachers, Local 3338 may affiliate with regional, state, or national professional associations upon a two-thirds vote of the General Assembly. If the General Assembly, upon a two-thirds vote, affiliates with a professional association, then this affiliation shall be continuous and may only be discontinued upon a two-thirds vote of the General Assembly.

Section 2

Delegates to the state affiliate shall be selected at least one month before state convention. Delegates must be members in good standing.

A. All delegates shall make written reports to the Executive Council on meetings attended. Delegates shall attend both the designated committee and all delegate sessions at conventions.

B. Every reasonable effort shall be made by this Federation to pay the legitimate expenses of delegates to meetings and conventions of affiliated organization.

 

Article 7 - Parliamentary Authority

Section 1

Roberts Rules of Order Revised shall be the parliamentary authority for the Federation on all matters not covered by the constitution and the bylaws and such standing rules as the General Assembly may adopt.

Article 8 - Amendments

This constitution may be amended as follows: (Choose A or B)

A. The proposed amendment shall be submitted at any regular membership meeting and read to the assembled members. A two-thirds vote at the following membership meeting shall be sufficient to adopt amendment.

B. Constitutional amendments may be submitted to the Executive Council. The Executive Council may initiate amendments. After having received a majority vote of the Executive Council, the amendment shall be submitted to each member. A majority vote of all members by secret ballot shall be sufficient for adoption.
